Dump `SpecConstr` specialisations separately

This PR introduces a new -ddump-spec-constr flag, showing specialisations from SpecConstr only when we use this flag. Other specialisations are still shown via -ddump-spec.

This is done as part of the GHC Contributor's Workshop, maybe it needs tagging for this?
