docs: Add signposting about warning categories

I found the text about warning categories a bit hidden so I added some more signs that it exists.

I'm having trouble building the docs (sphinx says there's an error somewhere but the logs only show warnings) but I see no messages concerning pragma.rst in the logs (in fact this PR fixes one regarding a subsection title).
