Small 9.10.1 release notes improvements

Matthew Craven requested to merge wip/clyring/9.10.1-release-notes-cleanup into ghc-9.10

This should fix a couple of small things I noticed while looking at the release notes in 9.10.1-alpha2:

  • The very nice new feature from GHC proposal 575 was not mentioned.
  • The GHC.Exts.dataToTag# link wasn't working properly.
