Bump time submodule to 1.14: Round 2

Round 2 of !12220 (closed), given !12456 (closed) has landed. Changes compared to round 1:

• All hadrian changes are dropped, only submodule bumps are included
• Cabal is further bumped to 3.12.0+0, the latest tag on 3.12 branch
• directory is further bumped to v1.3.8.4
• hpc is bumped to v0.7.0.2
