Use the Hackage version of lib:Cabal 3.14 for Hadrian

Hécate Kleidukos requested to merge Kleidukos/ghc:do-not-merge-use-vendored-cabal-3.14 into master

This MR's sole purpose is to trigger a CI run with Cabal 3.14 being vendored by Hadrian.

This MR removes the need for a vendored Cabal submodule for Hadrian.
