Include diagnostic reason in -fdiagnostics-as-json

sheaf requested to merge sheaf/ghc:json-reason into master

This MR ensures that the -fdiagnostics-as-json output includes the diagnostic reason. This allows the full error message produced by GHC to be re-constructed from the JSON output.
