Fix formatting issues and make corrections to 9.12.1 release notes

Adam Gundry requested to merge wip/amg/9.12-release-notes into ghc-9.12

There were quite a few issues evident in the release notes for 9.12.1-rc1, so I had a go at tidying them up. I haven't yet checked how these look when rendered.

There are a few empty sections (relating to the ghc, ... template-haskell libraries) that probably need more content?
