Draft: Add the reproducer of #25733 as test

Sven Tennie requested to merge wip/supersven/ghc-9.12.1-release+JumpTableReproducer into ghc-9.12

For now, the main intend of this draft PR is to see how it performs on CI. The added test is "green" on a cross-compiler test env (CROSS_EMULATOR=qemu-aarch64).
