Add comment: no qualified Names in the LocalRdrEnv

This MR adds a comment to the lookupLocalRdrEnv function with a reference to section 5.5.1 of the Haskell 2010 report. In this comment, we explain that qualified names can't occur in the LocalRdrEnv.
