rts: Strip lower three bits when hashing Word instead of lower eight bits

The division is also dubious in my opinion, especially when handling Ids as it will move 8 consecutive ids to the same bucket, which is higher than the intended load balance factor (which is 5 right now). See the discussion in #26275 for details.
