gitlab-ci: Run ghcup-metadata jobs on OpenCape runners

Now that we have runners next to the GitLab instance we can eliminate the OpenCape egress traffic. This is significant as this job (which is run in the nightly pipeline) can otherwise take multiple hours as many gigabytes of artifacts need to be fetched.
