MR template should ask for key part

It is a frequent occurrence that a patch is submitted for review, but then it's hard to know where to begin reading. If the patch is a refactoring, the general nature of the refactoring has to be deduced by inspection instead of stated up front. This update to the template is an attempt to get this information about of the MR submitter.

Suggestions for improvements are very welcome.
