WIP: Use TTG for HsRecFld and HsRnBracketOut

Krzysztof Gogolewski requested to merge tweag/ghc:wip/ttg-improvements into master

HsRecFld and HsRnBracketOut can occur only in GhcRn phase, this moves them to XExpr.

Part of #16830 (closed).

Blocked: this is now a WIP because Quick Look changes HsRecFld. Let's hold for now.
