Convert IFace Rename Errors (#19927)

Aaron Allen requested to merge aaronallen8455/ghc:aallen/#19927/convert-iface-rename-errors into master

Adds TcRnMessage constructors to replace use of TcRnUnknownMessage in GHC.Iface.Rename.

I took a stab at writing documentation but these errors are dealing with particulars of the backpack system which I don't have much familiarity with.
