Hadrian: fix ghcDebugged and document it

Alp Mestanogullari requested to merge alp/ghc:wip/alp/hadrian-debugged-ghc into master

We were not actually making use of that field as expected, this patches fixes that and also adds a little bit of documentation about that field in hadrian/doc/user-settings.md.
