Document unlifted FFI types

Andrew Martin requested to merge andrewthad/ghc:document_unlifted_ffi_types into master

Resolves #16629 (closed). Someone more familiar with the source needs to check this for accuracy. I suspect that everything of kind TYPE 'UnliftedRep can be passed to a foreign function, but I'm not totally sure. Also, I'm not sure in what version of GHC UnliftedFFITypes was introduced.
