Clarify that LLVM version upper bound is not inclusive

arata, mizuki requested to merge aratamizuki/ghc:llvm-bound-message into master

I don't think GHC's message is clear enough to indicate that LLVM version upper bound is not inclusive.

Also, the configure script checks for a version that it doesn't support (e.g. GHC 9.2 does not support LLVM 13, but the script checks for llc-13).

This MR tries to fix them.
