I'm creating this issue to track the implementation of the accepted [modifiers syntax proposal](https://github.com/ghc-proposals/ghc-proposals/blob/master/proposals/0370-modifiers.rst) I plan on implementing this myself, but I will surely need some assistance. Hence the first step would be to hash out some design, potentially with @rae, as he has kindly offered to help here.
