Expose decodeStackWithIpe from ghc-experimental
## Summary When `decodeStackWithIpe` was introduced it was mistakenly not exposed from ghc-experimental, only ghc-internal. This function can be very useful to external applications, namely the debugger. I would like to expose that function from ghc-experimental's `GHC.Stack.Decode.Experimental`
