considerAccessible is broken when debugging is enabled
## Summary
The pattern matcher special case `considerAccessible` is not activated when the module is compiled with debugging info, e.g. `-g1`.
## Steps to reproduce
```haskell
module X where
import GHC.Exts
f :: ()
f | False, considerAccessible = ()
| otherwise = ()
```
```
$ ghc -fforce-recomp -g1 -c X.hs
X.hs:6:5: warning: [GHC-53633] [-Woverlapping-patterns]
Pattern match is redundant
In an equation for ‘f’: f | False, considerAccessible = ...
|
6 | f | False, considerAccessible = ()
| ^^^^^
$ ghc -fforce-recomp -g0 -c X.hs
```
## Expected behavior
Have the same error when compiled with debugging vs not.
## Environment
* GHC version used: 9.14
Optional:
* Operating System: NixOS
* System Architecture: x86_64-linux
