Windows: conc023.exe: getMBlocks: VirtualAlloc MEM_RESERVE 1 blocks failed: Not enough storage is available to process this command.

When running conc023 in the 6.6 branch the "normal" way on Windows I get:

$ ./conc023
conc023.exe: getMBlocks: VirtualAlloc MEM_RESERVE 1 blocks failed: Not enough storage is available to process this command.

All other ways work.

The 6.6 release also exhibits the bug (and may be worse - the opt way seems to sometimes break too).
