StandardTargets wiki page is out of date
I was looking for the target for building the user manual so I checked https://ghc.haskell.org/trac/ghc/wiki/Building/StandardTargets. Unfortunately none of the "documentation targets" seem to work. I tried those targets in ./, ./docs, and ./docs/users_guide.
