Implement the "Add <&> to Data.Functor" proposal
Back in August 2016, David Feuer proposed adding this function (originally from lens) to Data.Functor:
(<&>) :: Functor f => f a -> (a -> b) -> f b
as <&> f = f <$> as
infixl 1 <&>The proposal was well received, so let's implement it.
