hadrian/ghci.sh doesn't work if ghci isn't on PATH

hadrian/ghci.sh requires ghci to be on your PATH. This is a regression from the old utils/ghc-in-ghci/run.sh method.

"But how could you ever get this far and not have ghci on your PATH?" you might ask? This is actually quite a common circumstance if you use stack as your main build tool, where stack repl s the command to load ghci.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
