can't decompose ghc.exe path

Summary

When installing GHC to a school PC without admin privileges, it fails to start up with the following error:

O:\Haskell\8.6.5\bin>ghc
ghc: panic! (the 'impossible' happened)
  (GHC version 8.6.5 for x86_64-unknown-mingw32):
        can't decompose ghc.exe path: "O:\\Haskell\\8.6.5\\bin\\ghc.exe"

Steps to reproduce

I downloaded the installer from https://www.haskell.org/platform/windows.html and ran it, saying "no" every time it asked me if I want to run it as an administrator. After installing, the files are there, but trying to run them results in the above error.

Expected behavior

ghc should work without producing the error.
