str-rules fails with DWARF-enabled GHC

Currently the str-rules test fails in the linux-deb9-dwarf CI job:

The failing bit of the test is testing that the rule which folds together unpackFoldrCString# "@@@ a"# mix (unpackFoldrCString# "b"# mix n) fires. It looks like this rule fails to look through ticks.
