Reenable DYNAMIC_BY_DEFAULT
Nearly 7 years ago Ian unconditionally disabled DYNAMIC_BY_DEFAULT in the build system due to concerns of lacking cabal-install support. I believe these concerns are no longer warranted; we should reenable this.
