Create CI flag to just build fedora27 bindist without running tests

It would be very useful for me if there was a way to trigger a CI pipeline which just built the fedora27 job without running any tests. This will create a bindist which can be used with ghc-artefact-nix with the lowest CI footprint and highest probability of success. I've wanted to do this three times recently.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
