Make distclean (still) doesn't

There are various ways in which make distclean does not remove all the files it should. Please keep adding to this bug description as you find more.

The following things are not currently distcleaned and should be, and hence are ending up in the source distribution:

libraries/haddock.css
libraries/haddock-util.js
