The 'Bug tracker' link on the Hackage page for base 404s

Summary

On Hackage's page for base, there is a link under 'Bug tracker'. Currently, that link 404s.

Steps to reproduce

1. Go to this page.
2. Click the link under 'Bug tracker'.
3. Watch the 404.

Expected behavior

This should probably aim at the GHC issues page instead.
