Warnings on unqualified imports of Foldable re-exports of Data.List

@hvr has indicated that the CLC may want to introduce a warning for unqualified imports of re-exports of Foldable re-exports of Data.List to help ease the transition to the new treatment of Data.List as qualified by default.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
