compact_gc is fragile in ghci way

Twice over the past two months the test has failed with a timeout in the ghci way in the validate-x86_64-linux-deb9-debug job. I suspect this is due to the slowness of the interpreter although this is slightly surprising given that the test doesn't appear to build a terribly large heap.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
