Building binary-dist with sphinx documentation fails

Summary

Compiling a GHC binary-dist with master fails, it cannot build the documentation with sphinx

Steps to reproduce

./boot ./configure ./hadrian/build.sh -j9 binary-dist

Expected behavior

Builds a binary distribution

Environment

GHC version used: 8.6.5

Optional:

Operating System: Debian
System Architecture: x86_64
