Make build system passes duplicated -optl arguments to GHC

Currently the Make build system will pass things like -optl,-optl-x -optl-optl-Wl,noexecstack to GHC. This naturally wreaks havoc on the build, leading to perplexing failures such as https://gitlab.haskell.org/ghc/ghc/-/jobs/182532. Patch coming.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
