Windows CI is now completely broken

It appears that !2487 (merged) broken Windows CI entirely. The problem appears to be that Cabal (as used by ghc-cabal) is still using job support despite the fact that job support is broken in the process version provided by the bootstrap compiler.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
