Haddock submodule for 8.10 is out of date

Summary

The Haddock submodule is sorely out of date for 8.10. Not only is it missing many of the features/fixes from the 8.8 branch, but it is also reporting a very incorrect version of 2.22 (it should be 2.24). The submodule is at the haddock/wip/bump-to-ghc-8.10 branch, when it should probably be pointing at haddock/ghc-8.10 instead.

I'm in the process of preparing the haddock/ghc-8.10 branch. I'll open an MR for this as soon as it is ready.

GHC version used: GHC 8.10
