Changelog/@since information for hGetContents'/getContents'/readFile' is inaccurate

Currently, the base changelog says that hGetContents', getContents', and readFile' were added to base in version 4.14.0.0. As far as I can tell, this is wrong, since base-4.14.0.0 (shipped with GHC 8.10.1) does not contain these functions. Moreover, the MR which added these functions (!1918 (closed)) has a milestone of %8.12.1. My guess is that this changelog entry should have been put under 4.15.0.0 instead.

In addition to the incorrect changelog entry, the @since annotations for these functions also claim that they were added in 4.14.0.0, but they should actually be 4.15.0.0.
