ghc-9.4.1-rc1 does not install on macos

ghc-9.4.1-rc1 does not install on macos

Steps to reproduce

install with:

./configure
sudo make install

this gets an error:

"libHSterminfo-0.4.1.5-ghc9.4.0.20220721.dylib" cannot be opened because the developer cannot be verified

Expected behavior

What do you expect the reproducer described above to do?

I expect it not to get an error.
