Bindists don't install manpages anymore?

Centos 8.10.7 and 9.2.4 don't install any manpages.

8.6.5 used to. This seems like a regression.

Manually installed bindists support man ghc via man-db, which searches PATH for ../share/man directories (which GHCup sets up).

I haven't checked how many other bindists are affected.
