Summary

GHC 9.4.x causes "Oops! Entered absent arg Arg: lvl" while other GHCs do not.

Steps to reproduce

% git clone https://github.com/kazu-yamamoto/quic
% cd quic
% cabal configure --enable-tests
% cabal build
% cabal test

Expected behavior

This failure should not be encountered.

Environment
