o-boot files (object files) still created when using Interpreter backend.

When using Interpreter we should instead create an in-memory fake Linkable (if we need to create one at all). But we definitely shouldn't be creating object files for hs-boot files.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
