Plugins cannot access the core after interface creation and before core2stg

It would be nice if we had "late plugins" that could access the core after late cost center insertion. Sometimes it is desirable to modify the core without the modifications ending up in the interface file. Additionally, it may be desirable to have access to the "final" core of a module, after late cost centers.
