implement proposed Qualified Operator syntax
proposed for haskell', we like the idea, we should implement it.

Need to decide on a name for the LANGUAGE flag (hmm.. !SanerQualifiedOperators?), as well as implementing the modified syntax( as a toggle-able thing).
while searching the wiki to see if the ticket existed already, I found an old ticket of mine that seems mentioned an instance of the exact syntax we've proposed, #1383 (closed) :-)
