ghci fails to start from start menu on windows 7

In Windows 7 (6.1.7000) when starting ghci from the start menu, using Run or running a .hs file, the following message appears in a message box:

Launching ghci from a cmd prompt works as intended. Both 6.10.1 and 6.11.20090107 fails in the same manner.
