compileToCoreModule: ghc: panic! (the 'impossible' happened)

The following code on GHCi

runGhc (Just "/home/mads/iabal/opt/ghc-6.10.4/lib/ghc-6.10.4/.") (compileToCoreModule "./foo.hs")

causes a GHC Panic

ghc: panic! (the 'impossible' happened)
  (GHC version 6.10.4 for x86_64-unknown-linux):
        no package state yet: call GHC.setSessionDynFlags
