Using -with-rtsopts=-N should fail unless -threaded is also specified
If ghc can already tell at compile time that the specified -with-rtsopts won't work it shouldn't allow compilation to continue.
Otherwise the resulting binary will always yield the error
"the flag -N requires the program to be built with -threaded"
