WIP: Hadrian: allow flavours to disable docs generation

This patch adds a configuration option for Hadrian flavours so that we can avoid generating the documentation when we create a binary-dist.

It disables docs generation for the "Quickest" flavour: building haddock documentation with an unoptimised GHC takes ages.
