Add, migrate, and remove some patches

`hmatrix` and `proto3-wire` need to be patched to accommodate the
whitespace-sensitive bang patterns proposal.

`network-uri` needs to be patched to accommodate
ghc/ghc@82023524.

`doctest` needs to be updated to accommodate
ghc/ghc@da7f7479.

`parameterized-utils` and `row-types` have more recent Hackage
versions that need to be patched.

`ghc-typelits-{knownnat,natnormalise}` and `pandoc` have more recent
Hackage versions that support GHC 8.10 and HEAD.
