Clean up for text-2.0

1. attoparsec could be bumped to 0.14.3, which supports text-2.0 out of the box.
2. streaming-commons could be bumped to 0.2.2.3, which supports text-2.0 out of the box.
3. hashable-1.3 patch will become irrelevant once bumped to 1.4.0.1.
4. critbit patch does not look right, here is a correct one: https://github.com/haskell/critbit/pull/95
5. double-conversion patch could be less invasive, see https://github.com/haskell/double-conversion/pull/28
