Pipelines triggered from `ghc` MRs fail unless MR author has push privileges

Apparently the pipelines triggered from ghc/ghc> MRs fail unless the MR's author has push privileges to the master branch of head.hackage.

This may be to be due to https://gitlab.com/gitlab-org/gitlab/-/issues/326941.
